Parking

Parking and Vehicular Restrictions are specified in Section 7.14 of our CC&Rs and Section J of our Rules & Regulations. Consult those documents for parking restrictions, restricted vehicles, use restrictions and other limitations concerning vehicles in our neighborhood. The Board has received overwhelming support from most residents regarding parking regulation enforcement. Following our rules will result a safer, attractive and more enjoyable neighborhood in which to live. Parking enforcement procedures based on our CC&Rs and Rules & Regulations are specified below. Thank you for your cooperation.

Street Sweeping   Streets are swept the second and fourth Monday of every month between 8 AM and noon to reduce pollution in our storm drains which helps keep our beaches clean.   Please do not park, or allow your guests and contractors to park, on Marquesa streets during these times. 


In priority order:

  1. Residents should park:
    • two cars in the garage
    • two or more cars in the driveway
    • on the street in front of residents own home (safelist or parking decal required)
  2. Guests should park in owner’s driveway or on street in front of owner’s home.

Parking Enforcement

Patrol One has been hired as our security company and has standing orders to enforce our CC&Rs and RULES & REGULATIONS, which include towing of illegally parked vehicles.

Any vehicle in our neighborhood which does not display a valid Monarch Beach Guest Pass, an overnight street parking decal, or a safelist confirmation number will be subject to towing. A Monarch Beach resident gate pass or Monarch Beach sticker does not permit on street parking. Residents must park in their garage or driveway.

The Board of Directors, or the agency representing the association (Patrol One), has the right to remove any vehicle in violation of the vehicle restrictions.
  • Vehicles parked in a red zone or in front of a fire hydrant will be immediately towed.
  • Vehicles blocking ingress or egress to a neighbor's driveway will be immediately towed.
  • Expired gate passes or cars with no passes are considered to be in violation and will be subject to towing. Just moving the vehicle to a different parking space does not circumvent this rule.

Resident Parking.

Overnight street parking for residents is prohibited. Residents may not park a vehicle overnight on the street unless an overnight parking decal has been issued or the vehicle prominently displays a safelist confirmation number on the dashboard. A Monarch Beach resident gate pass does not permit street parking. A Monarch Beach resident entry sticker does not permit street parking.

Safelist.

Residents who need to temporarily park outside, cars that are normally in the garage, may do so via the safelist.  Contact Patrol One's 24-hour a day communications center (714-541-0999) or visit www.patrol-one.com to immediately print out a dashboard safelist confirmation number. A resident's vehicle may be safelisted for only three days in a 30-day period. Residents requiring an extended safelist must contact the community property manager (CONTACTS), Patrol One cannot extend a safelist.

OVERNIGHT PARKING DECAL.

Extra cars that have been authorized for overnight parking must be parked in the homeowner’s driveway or must be parked in front of the residents’ own home. If parked elsewhere the vehicle is subject to towing.

Visitors Parking.

Guests must display a visitor entry permit on the dashboard of their vehicle at all times. Visitor entry permits will be issued by the Monarch Beach gate guard. Guests may be parked on the street for not more than five (5) overnights in a 30 day rolling window. The issue date of the entry pass must be visible. Having a new entry pass issued each day at the gate will not circumvent the overnight restrictions. Patrol One will monitor by computer the start date and parking frequency of every guest's car. Residents can obtain a safelist for guests, a maximum (10) nights in a 60 day rolling window (see "Safelist" above for procedures). Residents requiring extended guest overnight parking must contact the community property manager (CONTACTS).

Post Orders for Patrol One.

For any vehicle violating Marquesa CC&Rs or Rules & Regulations (within 90-day period):

Day one:         vehicle inventoried

Day two:         vehicle cited

Day three:       vehicle cited with warning of next day towing

Day four:         vehicle towed

Towing charges will be paid by the resident or vehicle owner.

Garages.

Permanent workshops, living quarters, exercise rooms, offices, excessive storage, etc. are strictly prohibited in garages. Garages are to be kept in such a manner as to accommodate the number of standard vehicles for which they were originally built (2 vehicles). (Rules & Regulations Section J.10.a).
