Parking and Vehicular Restrictions are specified in Section 7.14 of our CC&Rs and Section J of our Rules & Regulations. Consult those documents for parking restrictions, restricted vehicles, use restrictions and other limitations concerning vehicles in our neighborhood. The Board has received overwhelming support from most residents regarding parking regulation enforcement. Following our rules will result a safer, attractive and more enjoyable neighborhood in which to live. Thank you for your cooperation.
Street Sweeping Streets are swept the second and fourth Monday of every month between 8 AM and noon to reduce pollution in our storm drains which helps keep our beaches clean. Please do not park, or allow your guests and contractors to park, on Marquesa streets during these times.
In priority order:
Residents should park:
two cars in the garage
two or more cars in the driveway
on the street in front of residents own home (safelist or street parking permit required)
Guests should park in host's driveway or on street in front of host's home (safelist required for overnight parking).
Parking Enforcement
Patrol One has been hired as our security company and has standing orders to enforce our CC&Rs and Rules & Regulations, which include towing of illegally parked vehicles.
Any vehicle in our neighborhood which does not display a valid Monarch Beach Guest Pass, a safelist confirmation number or has street parking authorization, will be subject to towing. A Monarch Beach resident gate pass or Monarch Beach sticker does not permit on street parking. Residents must park in their garage or driveway.
The Board of Directors, or the agency representing the association (Patrol One), has the right to remove any vehicle in violation of the vehicle restrictions.
Vehicles parked in a red zone or in front of a fire hydrant will be immediately towed.
Vehicles blocking ingress or egress to a neighbor's driveway will be immediately towed.
Vehicles blocking the roadway or creating a traffic or safety hazard will be immediately towed.
Vehicles double parked will be immediately towed.
Expired gate passes or cars with no passes are considered to be in violation and will be subject to towing. Just moving the vehicle to a different parking space does not circumvent this rule.
Resident Parking
Street parking for residents is prohibited. Residents may not park a vehicle on the street unless street parking has been approved by the Board of Directors or the vehicle prominently displays a safelist confirmation number on the dashboard. A Monarch Beach resident gate pass does not permit street parking. A Monarch Beach resident entry sticker does not permit street parking.
Safelist
Residents who need to temporarily park on the street, cars that are normally in the garage or driveway, may do so via the safelist.
Street Parking Authorization
For eligibility requirements and procedures to obtain street parking CLICK HERE. Extra cars that have been authorized for street parking must be parked in front of the residents’ own home, even if that blocks the owner's driveway.
Visitors Parking
Guests must display a visitor entry permit on the dashboard of their vehicle at all times. Visitor entry permits will be issued by the Monarch Beach gate guard. The issue date of the entry pass must be visible. For a guest to park on Marquesa streets overnight, a Safelist must be obtained. The guest vehicle must prominently displays a safelist confirmation number on the dashboard.

Post Orders for Patrol One
For any vehicle violating Marquesa CC&Rs or Rules & Regulations (within 60-day period):
First Violation: Vehicle cited
Second Violation: Vehicle cited
Third Violation: Vehicle cited with warning vehicle subject to tow
Fourth Violation: Vehicle towed
Towing charges will be paid by the resident or vehicle owner.
Garages
Permanent workshops, living quarters, exercise rooms, offices, excessive storage, etc. are strictly prohibited in garages. Garages are to be kept in such a manner as to accommodate the number of standard vehicles for which they were originally built (2 standard sized automobiles, Rules & Regulations Section J.10.a and CC&R Section 7.14).
