Street Parking Permit

The Parking Rules for Marquesa require that residents who want to park their vehicles on the street obtain a parking permit. Failure to obtain a parking permit will result in citation and possible removal of the vehicle from the community at the vehicle owner's expense. To obtain a parking permit please send the required paperwork and application to the HOA community manager (Marquesa - Request for Parking Permit, see below). The resident parking program will use your approved license plate as your street parking permit. No physical permit (sticker) will be required.

ALL street parking permits are authorized by the Board of Directors (BoD), not Patrol One. All forms are submitted to our community manage and BoD.

Each household is limited to street parking of one oversized vehicle. Requests for oversized vehicle parking requires a garage inspection which should be arranged with the HOA community manager.

Obtaining a Street Parking Permit

A. A parking permit may only be obtained for a fifth or additional vehicle (oversized vehicles see below). Residents must register a vehicle for their two garage spaces and their two driveway spaces prior to being authorized to park a vehicle on the street in front of the their home. Registered garage/driveway vehicles must be parked in the garage or the driveway at all times. If your driveway will not accommodate vehicles you may obtain a permit for your third or additional vehicles.

Only vehicles used by daily residents are eligible for registration as garage, driveway or street vehicles. College students are not daily residents. Safelist procedures should be used when they are home on holidays or summer break. Before parking any vehicle on the street (irregardless of permit) two vehicles must be parked in the garage.

Recreational/utility/commercial vehicles such as personal golf carts, motorcycles, mopeds, jet skis, buses, motorhomes, trailers, oversized trucks, all terrain vehicles, or vans outfitted for camping, etc. must be garaged. If an owner's garage cannot accommodate the parking of all standard vehicles plus recreational/utility/commercial vehicles, then the recreational/utility/commercial vehicle must be stored elsewhere, outside the community.

B. A parking permit will not be issued because a vehicle does not fit into a garage due to cabinets (whether fixed or free standing or regardless of who or when they were installed) or any item that was not built into the garage by the original builder.

C. If a resident owns a vehicle that is too large to fit in the garage, it must be parked in the driveway if the driveway can accommodate the vehicle in its entirety (vehicle must be parked within 2 feet of garage door) without encroaching on the sidewalk. Only if the vehicle cannot fit in the driveway when parked within 2 feet of garage door may the resident receive a permit to park on the street in front of the resident's home. Each household is limited to street parking of one oversized vehicle. Any other vehicle which can fit in the garage must be registered and parked in the garage. The garage must be kept in such a manner as to accommodate the number of standard vehicles for which they were originally built (2 vehicles). Owners of oversized vehicles must maintain their garages to accommodate two vehicles at all times (the space may not be used for storage or any other purpose).

Garage Inspection. The association requires a garage inspection for all oversized vehicles.

D. Copies of vehicle registrations must be provided (for all vehicles) with the application. Registrations with off site addresses are not acceptable. All requests for parking off-site address vehicles must be submitted to the HOA Board for approval (contact our community manager).

Street permitted vehicles must be parked in front of the resident's home and nowhere else (even if this requires blocking the resident's own driveway). The front of the home is defined by the address of the property. You may not park in front of another home, across the street from your home or adjacent to your home. Owners on pipestem lots should park as close as possible to their home but may be provided a designated street parking area and if designated, it will be the only place the vehicle can be parked.

Marquesa at Monarch Beach Homeowners Association Rules and Regulations contain additional information regarding the street parking program.

Parking Permit(s) are subject to revocation after a Board hearing if:

1. Designated garage/driveway vehicles are parked on the street (day or night). Garage/driveway designated vehicles may not park on the street at any time unless Safelisted.

2. Garage not maintained to accommodate two vehicles

3. Parking permit vehicle(s) not parked in front of the resident’s home or in assigned parking area.

4. Registered vehicle(s) is no longer owned or is no longer used by a Marquesa resident (daily occupant of the Marquesa property).

Vehicle types not acceptable as legitimately garaged vehicles or to be parked outside:

• Vehicles out of current registration,

• Vehicles with current registration but registered as non-operating,

• Vehicles, which are registered but not street legal (off road vehicles),

• Recreational vehicles (see Marquesa CC&Rs),
